"On Nov. 16, 1933, the United States and the Soviet Union established diplomatic relations. President Roosevelt sent a telegram to Soviet leader Maxim Litvinov, expressing hope that United States-Soviet relations would ``forever remain normal and friendly.''"

"[...] Speaking by and large, it is probable that claims and counter-claims, so far as the two governments are concerned, and not impossibly the pre-revolution debts as well, will more or less cancel each other [...]"

Gli Stati Uniti furono l'ultimo dei grandi paesi occidentali a riconoscere l'URSS. Il primo era stata la Germania, poco dopo la Rivoluzione d'Ottobre.
